■Basic Resident Registration System for Foreign Nationals and Certificate of Residence
・Foreign nationals who stay in Japan for 90 days or longer must be issued a resident card and submit a “moving-in notification” to the municipal office which holds their place of residence under its jurisdiction (hereafter, “municipal office”) within 14 days of entry.
・Upon submission of the “moving-in notification,” the foreign national’s information is registered in Japan’s Basic Resident Registration System, allowing them to be issued a Certificate of Residence.
■Change of Address
・If moving within the same municipality, you must submit a “change of address notification.” If moving out of your municipality, you must submit a “moving-out notification.”

■Seal (inkan) Registration
・A personal seal is required for process such as opening a bank account or to sign up for a cell-phone contract. In addition, a personal seal which has been officially registered at your municipality (jitsuin) is necessary for serious procedures or contracts (such as purchasing land or a vehicle.)
・The Personal Seal Registration Card issued to you upon registration can be used to obtain an official Personal Seal Registration Certificate.
■Marriage/Divorce Notification
・Japan has a family registry system to keep public record of personal status, such as birth, death, marriage, etc.
・If a foreign national gets married in Japan, in addition to submitting a marriage notification to your municipality, paperwork must be submitted to the Regional Immigration Bureau as well as your country’s embassy or concerned offices.
■Notification of Death
・If a foreign national dies in Japan, a notification of death must be submitted to the local municipal office within 7 days.
■My Number System
・After registering your address at your municipal office, you will be issued a My Number notification card with a 12-digit number. My Number is used in government procedures for things such as social insurance, taxes, and disaster prevention, so please store it carefully.
・After receiving the My Number notification, you can apply for a personal identification number card (an IC card with your picture) at your municipal office for free. This My Number Card can be used as a form of official identification and for government services such as applying for the issuance of electronic certificates, etc.
