北海道には、約38,000人（2020年12月現在）の外国人が在住しており、水産加工、農業、建設関連工事業等に従事する技能実習生が約13,000名、また、ワーキングホリデーで冬期にリゾート施設等で約半年間働きながら滞在している外国人が3,000人強います。

新型コロナウイルス感染症は、本道に在住する外国人にも多大な影響を及ぼし、企業から突然解雇を通知される、帰国困難に陥る、さらには仕事もなかなか見つからないなど、生活の不安や困窮に直面している外国人が増加しています。

高齢化が進む北海道においては、地域の産業を持続するために外国人材は極めて重要な存在であり、このような状況を踏まえ、コロナ禍において道内広域で支援を行うことで、外国人への支援環境を整備し、本道への外国人定着が期待されることから、この度、休眠預金（新型コロナウイルス対応緊急支援助成）を活用し、道内の国際交流団体等と連携して、在住外国人を対象とした「しごと支援」、「日本語支援」、「食料支援」を実施することといたしました。

Currently, Hokkaido faces a rapidly decreasing and aging population, and foreign workers have become a vital human resource in order to sustain local industries. As of December 2020, around 38,000 foreign nationals worked and resided in Hokkaido. Technical Intern Trainees account for around 13,000 of these foreign workers, employed in major industries in Hokkaido, such as fishery, agriculture, and construction or engineering, and foreign nationals with a seasonal Working Holiday visa account for around 6,000, working in the ski-resort industry.

The novel coronavirus disease (COVID-19) has severely impacted the well-being and livelihood of these foreign workers in Hokkaido. The number of individuals who find themselves suddenly unemployed with no prospects of re-employment, unable to return to their home country, and facing a life of poverty and unease grows every day.

In response to this situation, HIECC will collaborate with local international organizations to utilize funds from dormant accounts and implement a program providing support in the following three areas: Employment, Japanese Language Learning, and Food. We hope to not only provide immediate relief for foreign workers struggling in Hokkaido now, but to also bolster and strengthen the support infrastructure for foreign residents as a whole, and encourage them to put down roots and settle in Hokkaido.
